testenv: several refactors to improve shutdown reliability (#5786)

The following refactors were made in an effort to make the test
environment shutdown sequence more reliable to prevent test flakes:
- Move all global grpc.CachedOutboundGRPClientConn instances to be
scoped to the relevant service
- Shut down active grpc.CachedOutboundGRPClientConn connections if the
context passed to Get() is canceled
- When shutting down the tracing system and the WarnOnIncompleteSpans
trace debug flag is enabled, allow a short grace period for in-flight
spans to complete before issuing a warning
- Fix an issue with the databroker syncer where context cause was not
propagated correctly if the sync context was canceled
