Upgrade pytest-flake8 to avoid issues with newer Python versions

Pinning flake8 < 5.0.0 was problematic as it used APIs that were not
available in Python 3.12+. These were backported via importlib_metadata
to earlier Python versions, so there we could pin that to <5 to avoid
the new API, but that does no longer work.

Also updated pytest as required (>=7) by pytest-flake8.
