options: tweak some deprecation-related logging

This commit contains a few minor tweaks to log messages:

* Deprecation log messages now use a shorter URL for linking to the relevant
  blog post (which has also been rewritten to focus only on breaking changes)
* Logging regarding the default value changing for --format and --new-schemas
  now uses the debug log-level, as warn level was far too noisy
* Added debug logging for --docker-cleanup default value change
* Linter annotation for lint-auto-inc no longer includes text regarding use of
  signed int types, since the default for lint-auto-inc will change to include
  these in v2
