Update react, react-router-dom, MUI, node...

This was something else... All of these very very tied together so I
couldn't update separately without much pain.

The main changes just like shipit are:

- The router API changed drastically. Those changes are at least very
  easy to test.
- The datetime picker was a **pain**. Instead of being split from the
  input and setting the value on validation it's now tied into the input
  value so we have to keep an intermediate state as changing the value
  of the rewind input on the rules page redraws the input too which
  makes the picker close. That means that you could select one component
  at a time... Not very user friendly. On the bright side, adding that
  state fixed the issue that if you tried to type a date in yourself
  you'd get a "nope, invalid date" after the first character and a page
  refresh for it...
- MUI changes all around... I'm tired boss... I tested every page that I
  knew how to find and every feature that I knew about but I probably
  missed things... Hopefully if I did then the UI isn't broken to the
  point of being unusable.
