IGVF-2925 Add assay title tooltips to Assays table page (#870)

* Add help icons to the assay and preferred assay title columns of the assay matrix.
* I nearly duplicated an existing function to retrieve assay term objects. I combined the new method with the existing function to reduce duplication.
* Update Jest tests to work with the updates to `getAssayTitleDescriptionMap()`.
* Get full coverage on the fetch-request.ts test.
* Fix a Typescript type error.
* Make children type checking better in assay column renderer. Try once again to stop the performance-measuring errors in Cypress tests.
* Add a new function to convert arbitrary values to strings. Use this for the renderers for the assay and preferred assay columns of the Assays table. Add Jest tests for this new function.
