Modified logic for job_queues_controller in V2 of the API in order to account for the fact that while font training in Ocular must be done on a by-work basis, once font training files have been generated for a particular work, Ocular OCR jobs need to be run on a by-page basis in order to take advantage of the parallelization of the Brazos cluster.
