fix: downgrade blockscout to 8.1.2 (#3204)

## Summary by Sourcery

Downgrade blockscout image to v8.1.2 in Helm charts and prune
incompatible configuration defaults to align with the older release.

Bug Fixes:
- Downgrade blockscout Docker image tag from 9.x to 8.1.2 across all
chart manifests and values files

Enhancements:
- Remove deprecated or unsupported environment variables and queue
settings no longer used by blockscout v8.x
- Increase default POOL_SIZE and POOL_SIZE_API values from 5 to 10

Documentation:
- Update Helm chart README entries to reference the downgraded image tag
and reflect pruned defaults
