update get_period_from_warming_level to allow an array (#630)

### What kind of change does this PR introduce?

* get_period_from_warming_level can now accept a numpy array of warming
levels, in addition to a scalar. This will return a list of periods.

### Does this PR introduce a breaking change?
* No.

### Other information:
* Also supports DataArray and DataFrame by adding dims+coords in the
former, and using a multi-index in the latter.
