fix: Add required environment variables for Vertex AI

This commit adds the `ANTHROPIC_VERTEX_PROJECT_ID` and `CLOUD_ML_REGION`
environment variables to the Claude Code Action workflow.

These variables are required for the action to correctly communicate
with the Google Vertex AI backend. The values have been provided by
you.
