feat!: Drop Python 3.8 support + require aiohttp ^= 3.11.0 & yarl ^= 1.17.0 (#254)

As well as update common project files to use latest versions of pre-commit
hooks, GHA actions, dependencies, and so on.

And drop coveralls altogether from requirements in favor of 
`coverallsapp/github-action` reusable action.
