Implement support for special float values in TOML parser

- Added handling for negative and positive special float values, including `-inf`, `+inf`, `nan`, and `-nan`, in the tokenizer.
- Updated the tokenizer logic to correctly parse these special float values and return appropriate tokens.
- Enhanced the test suite to include cases for these special float values, ensuring compliance with TOML specifications.

These changes improve the parser's ability to handle a wider range of numeric inputs, enhancing overall functionality.
