Create system quest 5 like system quest 2 (#12742)

* Add system quest 2 and system quest 5 migrations

- Created system quest -2 (wallet linking quest) that was referenced but missing
- Created system quest -5 as an exact copy of system quest -2
- Both quests include WalletLinked action meta with 10 XP reward
- Both quests include XpAwarded action meta for manual awards
- Quest -5 uses action meta ID -101 to avoid conflicts

* Remove unnecessary quest -2 migration

Quest -2 already exists, only need to create quest -5 as a copy

* Update quest -5 migration with correct data from quest -2

- Update quest name to 'Welcome to Common' (same as quest -2)
- Update description to 'Onboard to Common and gain XP' (same as quest -2)
- Add correct image_url from quest -2
- Set start_date to now() and end_date to 4 months in future
- Update max_xp_to_end to 2000000 (same as quest -2)
- Create all 4 action metas like quest -2 with new IDs:
  * SignUpFlowCompleted (ID -7): 10 XP, 0.2 creator weight
  * WalletLinked (ID -8): 5 XP (corrected from 10)
  * SSOLinked (ID -9): 5 XP
  * XpAwarded (ID -101): manual awards
- Use new action meta IDs to avoid conflicts with existing ones

* Fix action meta ID conflict for SSOLinked action

- Changed SSOLinked action meta ID from -9 to -11
- This avoids conflict with Binance quest -4 which already uses ID -9
- All other action meta IDs remain unique:
  * SignUpFlowCompleted: -7
  * WalletLinked: -8
  * SSOLinked: -11 (fixed)
  * XpAwarded: -101
