Creating cast from decimal to decimal (#4014)

We get TDS protocol violation when we cast decimal from higher integral digits to lower integral digits. To resolve this
issue, this commit adds support of typmod cast for DECIMAL that will internally handle typemod conversion and will
throw arithmetic overflow error in the cases of higher integral digits to lower integral digits conversions.
