Add fault injection management and configuration support (#591)

- Introduced a fault manager to handle configuration-based fault injection for gNOI services.
- Enhanced the Device struct to include a fault manager and initialized it based on configuration.
- Added fault configuration validation and default settings in the config loader.
- Created new configuration files for fault injection examples and gNOI fault definitions.
- Updated the fault interceptor to support pre-configured faults for RPC methods.
