refactor: simplify job repeater config by using CLI defaults directly

- Remove brittle type assertions on global repeater
- Pass CLI repeater defaults directly to Scheduler
- Create job repeaters using defaults, not extracting from interface
- Addresses reviewer concern about silent failures with non-Backoff strategies
