fix: handle equal syn timestamps, improve clustering tests (#719)

When syn_handler would get entries with equal timestamps, it would
always choose the local pid (pid2). This would make the results of
`resolve_registry_conflict/4` be different across nodes, which is not
acceptable by syn.
