Feature/dockstore 345 launch with (#76)

* toggle button cwl and wdl launch with

* toggle for tags added

filtered based on version's valid = true
implementation is not yet done

* selected tag is passed on to the function

still have problem with default value dropdown
haven't implemented the change of tag into the launch with commands

* commands now changed according to selected tag

somehow the model does not connect to $scope.toolTag
it's not showing the first element in the dropdown as default
when changing the tools, the toolTag model will have whatever that's selected before in the previous tools

* changed from ng-repeat to ng-options

now the default is the first element in containerObj.tags
need to implement the changes to launchwith commands when option is selected

* commands now changed as selected dropdown option

still a bit buggy for some of the containers
will need to test more and check what is causing the bug or what is missing

* moved all valid tags to an array

somehow the dropdown keeps giving back default blank
even though the launch with command gets updated correctly, but the dropdown
selected is not appropriate(blank)

* with jquery def selected is always the first elmnt

using jquery, removed the option that's not in validTags array
and select the first element in validTags array to be default selected

* descriptor is now depending on tool tag

BUG: wdl is missing after changing to wdl then change to another tag with cwl only
when switched back to tool with wdl, wdl is not there anymore
