Add workflow_dispatch trigger to run-tests action

This library does not have much commit activity, to the point that
artifact from Github action runs can expire (max retention is 90 days).
To enable manual workflow runs, add the "workflow_dispatch" trigger as
documented at:

- https://docs.github.com/en/actions/reference/workflows-and-actions/events-that-trigger-workflows#workflow_dispatch
