feat(http): instrument pooled client with Prometheus latency tracking

- Wraps HTTP transport with latencyTrackingRoundTripper
- Records duration of outgoing requests using Prometheus histogram
- Labels metrics by normalized URL, HTTP method, and status code
- Enables visibility into external API response times
