IGVF-2876 Display assay and preferred assay titles on file-set pages (#856)

* Display assay titles and preferred assay titles on analysis-set pages. Add components to display the titles as a comma-separated list of titles and an icon with a hover-over description. Add a function to retrieve the descriptions for a given list of assay titles.
* Add a mechanism to retrieve preferred assay title descriptions from the MeasurementSet schema. Add assay title and preferred assay title displays to construct library, auxiliary sets.
* Add measurement-set display of assay titles and preferred assay titles. Correct a display offset with these displays.
* Add Jest tests for new lib/ontology-terms.ts.
* Remove PreferredAssayTitles component, as it was identical to AssayTitles component.
* Previous definition of `OntologyTermObject` was correct. Revert my update.
