API driven PartsGroup configuration screen (#8944)

* Add Parts Groups (partsgroups) API with tests
* Move parts groups UI to Vue/Quasar

This replaces the 'Add Group' and 'Search Partsgroups' menu entries
with a single UI which provides overview as well as editing capabilities.

* Remove partsgroups code from old/

* Adjust based on advice from @shehwarahmad from fiverr.com
