Fixed issues with ansible-core 2.19 (will be required in Ansible 12)

Details:

* Added a ignore-2.19.txt file for the Ansible sanity tests.

* ansible-doc-extractor started insisting that the source module be
  specified with an absolute path. Changed this accordingly in the
  Makefile.

* A new check in the Ansible sanity test 'validate-modules' requires
  'seealso' modules to be referenced with 'namespace.collection'.
  Changed that accordingly. This required changing the module.rst.j2
  template to add a namespace.collection-prefixed anchor to the .rst
  output.
