* Set the DecentralizedLiveMigration FG in KV

Simplified the check of the HyperConverged FGs, by using the
`ptr.Deref` method.

Added unit tests: modify the FG tests to be table deriven, and
add entries for the DecentralizedLiveMigration FG, and for the
DisableMDEVConfiguration that wasn't test yet.

* Add user guide documentation for the decentralizedLiveMigration FG

Also add the missing documentation for the existing
`disableMDevConfiguration`.

In adddition, added the graduation status for each feature gate.
