feat: add test for adding/removing interface from policy

This commit adds a new test to verify that interfaces can be added to and removed from a policy-forwarding policy that uses a next-hop-group as an action.

The test does the following:
1. Configures a policy-forwarding policy on the DUT to forward traffic to a next-hop-group.
2. Initially, the next-hop-group contains only one DUT egress port.
3. Sends traffic from an ATE ingress port and verifies it is received on the correct ATE egress port.
4. Adds a second DUT egress port to the next-hop-group.
5. Sends traffic and verifies it is load-balanced between the two ATE egress ports.
6. Removes the second DUT egress port from the next-hop-group and also removes the interface configuration from the DUT in a single batch gNMI update.
7. Sends traffic and verifies it is only received on the first ATE egress port.
