Add an action interface for arm surface contact (#671)

## Change Overview

Adds support (and tests) for arm surface contact.

Because surface contact requires an arm, testing infrastructure was updated to run tests both with and without an arm.  Most existing tests were updated to only run without an arm (as they were) except a few which seemed like they might benefit from checking against having an arm.

**Note: spot wrapper is currently updated to the matching branch.  That should be reverted to main when that PR goes in!**

- [x] CI - checks that new test is run
- [x] On robot - as part of bdai testing
