Add missing diacritics in name_short and name_official (#167)

* Fix pytest-ruff<>country_converter version conflict

Fixes the following error:
"The current project's supported Python range (>=3.9) is not compatible with some of the required packages Python requirement:
  - pytest-ruff requires Python <4.0,>=3.8, so it will not be installable for Python >=4.0"

* Fix pandas FutureWarning "Setting an item of incompatible dtype"

* Fix missing diacritics in name_short and name_official for several countries

* Change name_short 'Kyrgyz Republic' -> 'Kyrgyzstan'
