test: Filter out nop mutator set updates

When `_num_inputs_mined` and `_num_outputs_mined` are both zero,
the corresponding mutator set update is the identity. Applying it
to a transaction will not update anything, causing the test to
fail.

Fixed by filtering out arbitrary instances where both are zero.
