chore(assistant): Add system prompt and instructions (#230)

To improve the consistency and quality of the AI's responses, this
commit establishes a clear persona and a comprehensive set of
operational instructions for the assistant in the main configuration.

A new system prompt defines the identity of "Jean-Pierre", the AI Pair
Programmer. Additionally, structured instructions have been added to
outline its core tasks, formatting guidelines, and the expected workflow
for generating responses and providing user suggestions.
