config: add failover.replicasets.*.synchro_mode

This patch just adds the new option to the configuration schema together
with some description.

Part of tarantool/tarantool-ee#1369

NO_TEST=some configuration tests are added together with related
        validation code in a separate pull request linked to the issue
NO_DOC=https://github.com/tarantool/doc/issues/5269 (a copy from
       descriptions.lua)
NO_CHANGELOG=added in the EE commit that fixes the issue
