Fix malformed discovery event causing an error (#3663)

* Fix empty Crmmon->clones/groups->resources causing an error
* Better parsing of cluster discovery payloads (in a backwards-compatible way)
* Make CibResources Primitive to not have required fields
* Added a test for this
