chore(persona): Refine commit generation instructions (#219)

The instructions for the commit persona have been updated to better
align with the Conventional Commit specification and improve the quality
of generated messages.

The header format now includes the optional `!` indicator to signify a
breaking change. Additionally, the footer examples for referencing
issues have been corrected to include a colon after the keyword, such as
`Closes: #123`.
