Adding MetricRelabeling to the ClusterPolicy

As part of support for accelerators dashboard, service monitor needs to
be configured with relabeing (for labels) and MetricsRelabeling (for
metrics names). The Relabeling field already exists in the ClusterPolicy
object. This PR adds the MetricsRelabeling field and the handling of
that field in the operator
