ci: drop Debian 10 (buster) workflows

Long Term Support (LTS) for buster ends on 30th June, 2024 [1]. Also,
its LTS updates have been moved to archive.debian.org [2]. Hence,
`apt-get update` from the image (say, from a prebuild script) now leads
to the following errors:

| E: The repository 'http://security.debian.org/debian-security
|    buster/updates Release' does not have a Release file.
| E: The repository 'http://deb.debian.org/debian buster Release'
|    does not have a Release file.

This patch removes the corresponding workflows.
