Creating the correct Supervisor tree (part 2: Animation connected to LedStrip)

Main changes: 
* Put the led_strip into it's own supervision tree so that killing the LedStrip will simply restart it
* Moved the Animation successfully under the LedStrip. All negative tests working now.
* Moving coordinator to led_strip

Other changes:
* removed the dependency from Animator onto the `Leds.send` function. We introduced a `LedStrip.set_leds_with_rotation` function.
* fixed also the Animator option not being allowed to be nil
* updated the todo
* fixing reuse
* fixing xref to actually reduce to 18
* fixing credo (except unrelated TODOs)
* adding more negative tests
* smaller code cleanup
* Moving some TODOs into the `TODO.md` (if they are not already there)
* adding missing `@spec`s
* fixing a small documentation issues

CAUTION: I turned the parameters of `Leds.set_led_strip_info/3` around, so it's more consistent
CAUTION: adding a `count` to the `set_leds` (and `set_leds_with_rotation`) to optimize the call. It's allowed to be `nil`
