chore(tools, github): Prioritize JP_GITHUB_TOKEN environment variable (#212)

The standard `GITHUB_TOKEN` environment variable is widely used by
various tools, including the official GitHub CLI. To avoid potential
conflicts and ensure the correct token is used for this project's
tooling, this change establishes a preference for the project-specific
`JP_GITHUB_TOKEN`.

The authentication logic now checks for `JP_GITHUB_TOKEN` first, falling
back to `GITHUB_TOKEN` only if the former is not set. All related error
messages have been updated to reflect this preference.
