Feat: Add support for github actions secrets

In order to enable github actions secrets as a secrets provider, this
commit adds the necessary logic to handle github. It also adds
'capabilities' to providers which lets us treat certain providers
different (e.g. github is write only for secrets whereas aws is
read/write).
