feat: add additional-tags operator parameter (#1029)

This parameter can be used to apply additional tags to the underlying
Azure resources (VMs, NICs, etc). This can be useful for performing
additional tracking beyond what the default karpenter.azure.com_cluster
tag provides.

Managed Karpenter (also called Node AutoProvisioning/NAP) will use this
to differentiate managed nodes versus selfhosted Karpenter nodes.
