IGVF-2890 Allow modals to stack properly (#849)

* Add a modal manager to track multiple modals open at the same time. Have `<Modal>` use the new modal manager. Convert modal.js to Typescript. Add custom Tailwind CSS styles for the transparent modal backdrop.
* Update a comment.
* Make higher modals narrower than lower ones. Change the maximum width to allow for wider modals.
* Fix existing Jest tests. Convert the modal Jest test to Typescript.
* Add error handling if `useModalManager` used outside of `ModalManagerProvider` context.
* Add a Jest test for the modal manager.
* Complete a comment.
