* fix: CNI conf exceptionCidrs should  always bypass gateway interface

* test: enable Cilium E2E

* test: debug kube-egress-gateway-system ns on failure

* hack: add a lot of retries

* test: add exponential backoff when waiting for kube-egress pods

* chore: pin E2E to eastus, v3 skus, and set system pool to 1 node

if vmSize is omitted, then it's possible to get on arm
nodes which we aren't publishing images for in the e2e
runs but also shouldn't be randomized either. these
tests need to be as deterministic as possible.

* fix: switch to eastus2 and d2_v3 sku
