fix(web): prevent network request failures due to missing encoding

Temporarily applies `encodeURIComponent` to `id` and `name` parameters
in network API methods to avoid request failures caused by special
characters.

This is a kind of workaroung fix until a more generic and reusable
solution for parameter encoding is introduced.
