fix: ensure Cypher statements are executed before committing transactions

Previously, the transaction was committed without explicitly running the Cypher statements. This caused no-op migrations in certain cases.

- Added `transaction.run(...)` before `transaction.commit()` in `neo4j.repository.ts`
- Extended `migrate.test.ts` to spy on `transaction.run` and verify it's called
