ci: Update actions and enable workspace crate caching (#190)

Updated `actions/cache/restore`, `actions/cache/save`, and
`Swatinem/rust-cache` to their latest commit hashes while maintaining
the same major versions.

The `actions/cache` action was updated to resolve a
backwards-incompatible issue with GitHub's caching API, see:
<https://github.com/actions/cache/releases/tag/v4.2.0>

Added `cache-workspace-crates: true` to the Rust cache configuration to
improve build performance by caching workspace-level crate dependencies
across CI runs.
