Adding deviations for scale, link-local and default network gateway (#4374)

1. Deviation added for Cisco issue: link local address instead of next-hop after interface churn
2. Deviation used to determine the default network instance in subscription paths
3. Handling different scale requirements for different vendors
4. Some code optimizations like renaming variables, removing use of unnecessary methods
