Updated various package versions to improve testing and caching functionality.

- Upgrade `Mecha.xUnit` from `3.1.8` to `3.1.11` in test projects.
- Upgrade `xunit.runner.visualstudio` from `3.1.1` to `3.1.2` in test projects.
- Upgrade `Microsoft.Extensions.Caching.Memory` from `9.0.6` to `9.0.7`.
- Remove `Microsoft.Extensions.Caching.Abstractions` package.
