feat: Minimal support for extension array casting (#3851)

I think this is the most minimal example of extension array casting
that's easy and safe to execute? Basically just handles casting within
the same extension dtype, changing nullability when appropriate.

Actually casting the underlying storage array seems dangerous given that
we don't know how its actually used.
