feat: implement Display for OutgoingMessages and add comprehensive tests for stream_decoders

- Implement fmt::Display for OutgoingMessages to enable .to_string()
- Add comprehensive test coverage for accounts/common/stream_decoders.rs
- Test all StreamDecoder implementations including decode and cancel_message
- Use direct ResponseMessage::from() syntax for maintainable test data
- Test edge cases, error handling, and integration scenarios
- Update CLAUDE.md with testing pattern for RequestMessage field assertions
