IGVF-2843 Reduce CircleCI Cypress Errors (#841)

* Remove delays from access-keys.cy.js, as it seems unnecessary now. Rewrote add.cy.js as it failed locally and often failed in CircleCI. It now handles the weird DOM handling the ACE editor uses. Ignore performance measurement crashes. Add Cypress code to forward console errors to Cypress to display. Add Cypress configuration to the ESLint configuration.
* Fix “add” Cypress test.
* Update Cypress to 14.5.1.
* Make a larger Cypress browser window.
* Restore original access-keys.cy.js.
* Try to eliminate the `SyntaxError: Failed to execute 'measure' on 'Performance': The mark 'beforeRender' does not exist.` error.
* Get local docker cypress to complete successfully. Add another fix for the performance bug.
* Remove a redundant Cypress exception handler.
* Remove stray console.log.
