* Switch to pyproject.toml with Hatchling and Versioneer

- Replaced setup.py, setup.cfg, and MANIFEST.in with pyproject.toml.
- Configured Hatchling as the build backend.
- Integrated Versioneer for dynamic versioning using hatch-vcs plugin.
- Added .gitignore file.
