python: Add python-wheel make target

Add a make target to build a python wheel object (used by pip).  Add a
github action to build the various wheels for several of libseccomp's
supported platforms.

Note that the wheel-building tools cannot access files in directories
outside (above) the build directory, so I had to copy in libseccomp.a
and seccomp.h into the python folder as part of the python-wheel make
target.
