Fix args when retrieving record from DynamoDB during 'finalize' (#184)

Why these changes are being introduced:
* Testing in Dev revealed there was a mixup in the args provided
to the ItemSubmissionDB.get method during the 'finalize' step.

How this addresses that need:
* Correctly set hash_key=batch_id and range_key=item_identifier
* Add try-except block

Side effects of this change:
* None
